Integration of Value Engineering and Risk Management to Improving the Efficiency and Effectivenes of Construction Industry in Indonesia

In general, Indonesian construction industry is still struggling   with   inefficiency   and   ineffectiveness which  is  caused by delayed  sechedule  and     cost overrun. There is a need to improvement the performance of Indonesian construction industry by integrated value engineering and risk management to succeed in the delivery their desired outcomes by maximize value and minimize uncertainty. Value engineering and risk management can assist in creating a culture which enhances project performance by reducing risks. Value Engineering provides an effective process to maximize value in line with the owners and end users requirements; meanwhile risk management provides a process for managing risk. Both processes should be integrated on every significant design, development and construction project.  Focusing on the integration of value engineering and risk management applica-tion on  the other countries, this paper intends to  give clear direction of the subject to be studied, by discussing the scope and approach of both value and risk management.  The paper has a conclusion that there is the potential for construction industry in Indonesia to improve the effectiveness and efficiency by implementation the integration of value engineering and risk management. The result of this research is intended to contributing to national construction industry.

Seluruh proyek konstruksi melibatkan alokasi sumber daya dan modal yang tidak sedikit dan harus memenuhi berbagai persyaratan yang diminta oleh para klien dan stakeholder. Selain itu, untuk dapat tetap kompetitif di pasar nasional dan internasional, maka industri konstruksi membutuhkan pola bisnis, operasional dan model sistem informasi yang kokoh dengan meningkatkan daya saing melalui inovasi. Value Engineering adalah suatu pendekatan holistik yang inovatif dan berupaya untuk terus melakukan perbaikan yang telah teruji dan terbukti memainkan peran penting dalam industri konstruksi. Filosofi dan teknik metode Value Engineering merupakan sebuah pendekatan terstruktur bagi pembangunan dan pengembangan proyek untuk dapat menghasilkan nilai yang optimum bagi sebuah proyek yang dapat diterapkan baik untuk perencanaan strategis maupun perbaikan kinerja.

Penelitian ini bertujuan untuk melihat sejauh mana VE diterapkan di Indonesia dan upaya yang diperlukan untuk meningkatkan penerapan metode VE pada industri konstruksi di Indonesia agar dapat lebih efisien dan kompetitif. Penelitian dilaksanakan dengan menggunakan pendekatan kuantitatif melalui survey kuesioner dengan responden yang terdiri atas stakeholder konstruksi Indonesia antara lain pengembang/developer, konsultan perencana, kontraktor, instansi pemerintah/ BUMN/ BUMD, dan lembaga pendidikan.

Hasil penelitian menunjukkan adanya kekurangpahaman para stakeholder industri konstruksi di Indonesia tentang pengetahuan dan praktek VE, adanya konflik kepentingan oleh parapihak dan belum adanya panduan pelaksanaan VE yang sesuai dengan iklim industri konstruksi Indonesia.

Soekarno-Hatta International Airport Rail Link (SHIARL) is argued as one of the solution to reduce uncertainty in travel time and to improve accessibility  to and from Soekarno-Hatta International  Airport.  Due to low feasibility,  private  sector holds their investment  to this mega project infrastructure; therefore require comprehensive study to improve project attractiveness.  This  study  mainly  identifies  major  risks  and  its  mitigation  strategies  by combining  value engineering  (VE) and risk management  (RM).  Questionnaire  survey and risk analysis will be used to response the research objectives and presented in methodology section. VE process produced additional functions as the integration of MRT, flood control tunnel, and utilities which is expected not only to solve transportation problem but also floods in Jakarta. On the other hand, RM process point out route selection error as major risk that has to be mitigate for a successful project.

Sharia-Compliant Instruments as Innovative Financing for Transport Infrastructure Development in Indonesia

Indonesia  transportation  development  in the next 5 years is projected to be accelerated  to cope with the deficit and gap that had been built up since the last two decades.  A study conducted by Bappenas and JICA for the National Mid-Term Development Plan (RPJMN)

2015-2019 projected the magnitude of investment needed for transport sector sum up to IDR

2,500 trillions or around IDR 500 trillions per year. The state budget (APBN) had been and will always be insufficient to finance the total need of transport investment. The innovative financing in transport development becomes very urgent given the tight fiscal space of Indonesia’s state budget which is not adequate in financing infrastructure development. Indonesia  needs to be innovative  to find other sources  of funds to finance  transportation development. There are two streams: (1) to create financing scheme based on state budget such as Performance-  Based  Annuity  Scheme  (PBAS),  infrastructure  bonds,  and shariah- based bond (Sukuk) and (2) to create non-state budget financing scheme to utiize domestic funds that is available domestically.


The  aim  of  this  paper  is  exploring  the  possibility  of  Shariah-compliant  financing  as  a financing option for Indonesia infrastructure development. The methodology consists of estimating   infrastructure   funding  requirement   in  Indonesia,   understanding   of  Shariah- Compliant in global context, and lesson learn from other country who had been implied the Shariah-Compliant on their infrastructure project.

Develoment of Soekarno - Hatta International Airport Rail Link 9 Shiarl) Project Using Value Engineering Method:Creating Value For Money

Soekarno–Hatta Airport is the main gateway for international flights to Greater Jakarta. Its accessibility depends on the inter-city and Sedyatmo toll roads, which causes congestion in peak hours, leading to uncertainty about travel times. The Soekarno–Hatta International Airport Rail Link (SHIARL) is proposed as an alternative mass transportation project, which is expected to provide accessibility and mobility for people and goods to and from the airport. Previously, the project was unattractive to private investors as it was technically and financially unfeasible. Therefore, this research aims to improve the feasibility of the Soekarno-Hatta International Airport Rail Link (SHIARL) by using a value-engineering approach to create maximum value for money for the project. This research combines quantitative and qualitative methods. Questionnaire surveys are distributed to various stakeholders in the project, and a focus-group discussion (FGD) is conducted. The results identified additional, innovative functions through the integration of the Mass Rapid Transit (MRT), flood control, telecommunications, and development in the downtown area around the station. The life-cycle cost analysis confirmed the increased value for money because of the project’s additional functions, including a positive Net Present Value (NPV). Moreover, the findings showed that the internal rate of return (IRR) was 3% higher than the original single-function project.
