Infrastructure Indicators For Sea And Air Transportation Sectors In Indonesia
Abstrak

This research is conducted to assess indicators which can influence sea and air transportation performance in Indonesia. Within the initiation of this research, there are seven indicators identified, which are the number of infrastructure, passengers demand/year, cargo demand/year, local government revenue, passengers growth/year, cargo growth/year and the city population. Based on a descriptive analysis, it can be showed that these indicators affect Indonesian sea and air transportation performance. Three perspectives from central government, local government and academics were further elaborated in this paper. From the regulators point of view, the most important indicator of sea and air transportation performance are the numbers of ports or airports and passenger growth per year.

Pemetaan Prioritas Pembangunan Infrastruktur pada Ibukota Provinsi di Indonesia untuk Sektor Transportasi Darat dan Perkeretaapian
Abstrak

Infrastruktur merupakan bagian penting dan strategis bagi pembangunan suatu negara dan berperan sebagai sarana penunjang kemajuan ekonomi melalui distribusi arus penumpang dan barang dari satu daerah ke daerah lain. Ketidakmerataan akses masyarakat dan kesenjangan pengembangan wilayah dipandang sebagai salah satu upaya dalam memetakan infrastruktur khususnya transportasi darat dan perkeretaapian pada Ibukota Provinsi di Indonesia. Hal ini bertujuan untuk menentukan pola pembangunan dan mempercepat upaya pembenahan infastruktur transportasi pada pembangunan masa mendatang. Penelitian ini menggunakan metode kualitatif dan kuantitatif melalui survey kuesioner dan in-depth interview untuk menghasilkan pemetaan infrastruktur transportasi terutama jalan dan kereta api. Hasilnya terlihat bahwa sebagian besar pembangunan masih terkonsentrasi pada kota-kota besar di bagian barat Indonesia. Oleh karena itu, penelitian ini merekomendasikan kota – kota yang potensial untuk dilakukan pembenahan infrastruktur transportasi sektor jalan dan perkeretaapian sehingga mampu bersaing dengan kota – kota besar lainnya serta mampu meningkatkan ekonomi regional dan nasional.

Enhancing Value for Money of Mega Infrastructure Projects Development Using Value Engineering Method
Abstrak

Infrastructure development plays an important role to stimulate the nation's economic growth. During 2011, infrastructure industry contributed 5.5% to the GDP of Indonesia with real growth of 9.3%. Two mega infrastructure projects have been developed in the past few years: Sunda Strait Bridge (SSB) to connect Sumatra and Java Islands, thus increase economic integration between the two major islands, and; Soekarno-Hatta International Rail Link (SHIARL) as an alternative mass transportation which is expected to provide accessibility and mobility for people and goods around Greater Jakarta area to the airport. The two mega infrastructure projects listed in MP3EI program in 2011 required comprehensive study in the aspects of planning, funding, and techniques of projects developments. This research is proposed to produce a conceptual design of SSB and SHIARL in order to gain maximum result and generate added values to the projects. This research employed a combination of quantitative and qualitative methods through questionnaire survey distributed to the related stakeholders of the projects and focus group discussion (FGD). The results identified additional functions for innovation to both mega infrastructure projects. Life cycle cost analysis confirmed that there is an increasing in value for money from the additional functions in respective projects.

Life Cycle Costing Analysis In Soekarno - Hatta International Airport Rail Link (Shiarl) Project Using Value Engineering Method
Abstrak

Soekarno-Hatta Airport is the main gateway for international flights, particularly to Greater Jakarta.  Currently, it serves more than 44 million passengers per year, which causes accessibility problems due to the high volume of vehicles.  A toll road still remains the main access to the airport, and in peak hours there is congestion and timetravel

uncertainty.  Soekarno-Hatta International Airport Rail Link (SHIARL) is an alternative mass-transportation project to provide accessibility and mobility for people and goods to the airport.  So far, the project is still unable to attract private investors due to a lack of technical and financial feasibility.  This research aims to develop a conceptual design of SHIARL by using the value-engineering approach for a comprehensive study to realize this project.  This research used quantitative and qualitative methods through questionnaire surveys distributed to various stakeholders

related to the project, and focus group discussion (FGD).  The results identified additional functions for innovation through the integration of Mass Rapid Transit (MRT), flood control, telecommunications, and development in the downtown area of the station.  These functions were then analyzed by using life-cycle cost analysis to show the value for money of the project.

Technology Selection In Airport Railway Project Using Value Engineering Approach
Abstrak

Soekarno Hatta airport’s express railway construction project using PPP

scheme needs a very high investment cost. Therefore, requires innovative and

creative efforts in the construction design to achieve an attracktive result to

investors in the project financing stage. One of the efforts is to select the

railway technologies to get an optimal design concept.

This research purposed to identify varies range of technology that will be

selected in Soekarno Hatta International airport express railway

construction. This research applies value engineering with life cycle cost

analysis to determine the impact of technology selection in investment

through cost optimization as its methodology.
