Improving Transportation Connectivity in Cikarang Area with Rail Based Infrastructure
Abstrak

Rapid growth of economic potentials in the Cikarang area ranging from the economic, trade, service and industrial sectors are supported by settlements in various scales, it shall be accordance with improvement of transportation connectivity in the Cikarang area. The government has planned the construction of rail-based transportation infrastructure in Cikarang area due to road exceeded load capacity. To overcome the magnitude of potential problems that can be generated from the increased volume of vehicles, population growth and efforts to provide alternative transportation modes for Cikarang and surrounding areas, it is necessary to study Transportation Connectivity Improvement on Cikarang Area with Rail-Based Infrastructure. This research  applied a combination of quantitative and qualitative approaches  through questionnaires, action research and case studies on the development of integrated connectivity transportation planning in the area. The result show urgency of rail-based infrastructure development for the Jakarta buffer zone to improve the mobility and connectivity of economic activities.

Alternative PPP Scheme for LRT Batam with Value Engineering Approach
Abstrak

As one of the PPP projects offered in PPP Book 2017, Batam LRT project held the priority of railway network construction in Batam Island consists of 2 lanes. Line I namely Batam CenterTanjung Uncang (1st Corridor) with length of ± 27.54 Km and line II is Batu Ampar-Hang Nadim Airport (2nd Corridor) with length of ± 27.93 Km. LRT Batam requires huge investment to build these two corridors. Therefore, an innovative and creative efforts shall create in the construction design to achieve an attractive investment for investors. One way to do this is by performing various financing simulations of the PPP scheme. This research aimed to identify varies range of PPP Scheme that will be selected in Batam LRT Project. This simulation shows optimum result using the PPP scheme offered with the partial support of construction financing by the Government.

Operation Maintenance Contract Scheme in Railway Infrastructure Project
Abstrak

One of type infrastructure that can be cooperated in Public Private Partnership (PPP) is railway. Railway project in South Sulawesi is one of expected projects which procure using PPP scheme. Since 2015, this project has started the infrastructure work for Makassar-Parepare Railway using government investment, and is supposed to operate in 2018. Therefore, it is required to have a research on establishment mechanism in railway entity using the most simple PPP form, Operation Maintenance scheme. This paper is a technical study to support implementation of O-M mechanism and Entity Esthablishment for Railway in South Sulawesi Province. This study is preceded by doing benchmark on

other countries and use quantitative approach through questionnaire and descriptive analysis to process data. The result

from this study show that private participation through Operation and Maintenance contract is one of technique to construct railway  without diminish government alignment on public interest. There  are two major contract for operation and maintenance which can be conducted in Makassar-Parepare Railways: Operation and Maintenance Contract with subsidy (OM+Subsidy) and Operation and Maintenance Contract with asset management (OM+Asset Management). as economic and financial feasibility.

Economic and Financial Development of Solar Photovoltaic Technology
Abstrak

Electricity is playing important role to give access of the people doing activities. However, with unequal distribution of electricity between western and eastern region part of Indonesia, many people in eastern region such as Tomia island in Southeastern Sulawesi still suffering about limited access to electricity for daily life. This research aims to produce economic and financial feasibility about solar photovoltaic which expected to reduce non – renewable energy usage, to improve global climate and also to increase people welfare. It will use a simulation from economic and financial approach to produce targeted output. The result shows the best scenario for Solar PV installment is by using hybrid system which integrates current fuel-based generator and solar photovoltaic. It will be placed in four rural locations: Kulati; Dete; Lamanggau; and Kahianga-Wawotimu that will be integrated in one area. The number of beneficiaries is about 987 houses. The result also shows a maximum available internal rate of return with positive benefit cost ratio and lower cost of electricity.

Developing Alternative Concept for Railway Operation and Maintenance Contract
Abstrak

Most of Indonesia’s railway investment is supported from the government budget where the operation and maintenance conducted by PT KAI – a sole state owned enterprise in railway industry. Currently, the government attempt to attract private sectors in railway infrastructure by contracting out operation and maintenance. However, limited experience in formulating suitable contract makes the progress relatively slow. The objective of this research is to examine alternative contract in operation and maintenance for Indonesia’s railway transportation by taking Greater Jakarta Light Rail Transit (LRT) as the case study. It will consider financial components that consist of net present value, internal rate of return and payback period to produce targeted output. This research generates two simulations; (1) a simple contract where the government covers investment cost; procurement of rolling stock; and construction of stabling yard and depot. Meanwhile, the winner from tendering process have to conduct operation and maintenance for both the infrastructure and rolling stock; (2) a lease contract where a winner from tendering process require to pay lease fee through selected government body to run the operation and maintenance. The result shows simple contact where the operator only responsible for operating and maintaining the infrastructure and rolling stock is more favorable to attract private investment.
