Searching For Appropriate Public Private Partnership Model For Future Indonesia Railway Development
Abstrak

The  future  of  Indonesia's   railway  has actually  been  shaped,  first  of all,  by the  issuance  of the  new railway   law,  Law  Number  23/2007   in  April  2007.  This  law  dismantles   state  monopoly   and  opens railway   industry  and  market  for private  sector  participation.  Two  government   regulations  elucidating the  principles   of  the  law have also been  issued. Government   is now  finalizing  the National   Railway Master  Plan, outlining  railway  programs  and  investment  plans  up to the horizon  year of 2030  with  an estimated   total  investment  costs of about  US$ 90.5 billion.  For many decades  in the past, railway  is a transport  sector  which  was heavily regulated  and had been operating  under  state  monopoly,  delegated to the state-owned   enterprise.  The issuance  of new railway  law marked  the beginning  of new rai lway era in  Indonesia   in  which  state monopoly   was  dismantled,   making   it  possible   for  private  sector involvement   in the railway market and industry.  But railway  market  is still considered high risk due t0 a   masive   investment   needed  and  some   uncertainties   in  the  operating  regulation  and  institutional frameworks.   While  the new law is very necessary  for a public-private  partnership  scheme  to operate in the rail business,  it is, however,  not sufficient  for immediate private  investment  in the sector. 
This   paper   investigates   the  options  of  possible   public-private    partnership    undertakings   in  future Indonesia   railway  development.   It is hyphotetically   perceived  that  from  now  on railway  market  and business  could  be rationally  divided  into two  broad  streams.  First,  is the existing  railway  system  that needs  massive   enhancement   in  infrastructure   and  rolling stocks. This  system   will  carry  the  heavy burden  of  future  people  movement   in Jawa.  Second,  is the  new  railway  system  to  be  built  that  is considered   commercially   viable. including  the special  railways  and  urban  rail systems.  Therefore,   the spectrum   of  public-private   partnership could  start  with  the  situation   in which  private  sectors  could playa   greater  role in the operation  of special.  freight  railways  serving  a specific  economic  movement which  are  percciv ed  to  be commercially viable,  until  the  fuil-scale,   unsolicited,   private  investment

Application of Value Engineering at Design Stage in Indonesia Construction Industry
Abstrak

Value Engineering is a systematic method that using function analysis to improve value of a project. The proper application of V W method is expected to deliver best value of a project in terms of quality, technology, efficiency and innovation. This research  is designed to evaluate the application of  VE method in design stage of construction building in Indonesia. Based on the result of questionnaire survey and interviews, it was  found that the application of VE in the design stage has not been optimized  applied due to the lack  of VE  understanding and incomplete VE process. Therefore a recommendation on a  proper VE method based on International standard is proposed to solve problems encountered in Indonesia.

Integration of Value Engineering and Risk Management to Improving the Efficiency and Effectivenes of Construction Industry in Indonesia
Abstrak

In general, Indonesian construction industry is still struggling   with   inefficiency   and   ineffectiveness which  is  caused by delayed  sechedule  and     cost overrun. There is a need to improvement the performance of Indonesian construction industry by integrated value engineering and risk management to succeed in the delivery their desired outcomes by maximize value and minimize uncertainty. Value engineering and risk management can assist in creating a culture which enhances project performance by reducing risks. Value Engineering provides an effective process to maximize value in line with the owners and end users requirements; meanwhile risk management provides a process for managing risk. Both processes should be integrated on every significant design, development and construction project.  Focusing on the integration of value engineering and risk management applica-tion on  the other countries, this paper intends to  give clear direction of the subject to be studied, by discussing the scope and approach of both value and risk management.  The paper has a conclusion that there is the potential for construction industry in Indonesia to improve the effectiveness and efficiency by implementation the integration of value engineering and risk management. The result of this research is intended to contributing to national construction industry.

ANALISA PENERAPAN METODE VALUE ENGINEERING PADA INDUSTRI KONSTRUKSI DI INDONESIA
Abstrak

Seluruh proyek konstruksi melibatkan alokasi sumber daya dan modal yang tidak sedikit dan harus memenuhi berbagai persyaratan yang diminta oleh para klien dan stakeholder. Selain itu, untuk dapat tetap kompetitif di pasar nasional dan internasional, maka industri konstruksi membutuhkan pola bisnis, operasional dan model sistem informasi yang kokoh dengan meningkatkan daya saing melalui inovasi. Value Engineering adalah suatu pendekatan holistik yang inovatif dan berupaya untuk terus melakukan perbaikan yang telah teruji dan terbukti memainkan peran penting dalam industri konstruksi. Filosofi dan teknik metode Value Engineering merupakan sebuah pendekatan terstruktur bagi pembangunan dan pengembangan proyek untuk dapat menghasilkan nilai yang optimum bagi sebuah proyek yang dapat diterapkan baik untuk perencanaan strategis maupun perbaikan kinerja.

Penelitian ini bertujuan untuk melihat sejauh mana VE diterapkan di Indonesia dan upaya yang diperlukan untuk meningkatkan penerapan metode VE pada industri konstruksi di Indonesia agar dapat lebih efisien dan kompetitif. Penelitian dilaksanakan dengan menggunakan pendekatan kuantitatif melalui survey kuesioner dengan responden yang terdiri atas stakeholder konstruksi Indonesia antara lain pengembang/developer, konsultan perencana, kontraktor, instansi pemerintah/ BUMN/ BUMD, dan lembaga pendidikan.

Hasil penelitian menunjukkan adanya kekurangpahaman para stakeholder industri konstruksi di Indonesia tentang pengetahuan dan praktek VE, adanya konflik kepentingan oleh parapihak dan belum adanya panduan pelaksanaan VE yang sesuai dengan iklim industri konstruksi Indonesia.

RISK ANALYSIS ON CONCEPTUAL DESIGN OF SOEKARNO-HATTA INTERNATIONAL AIRPORT RAIL LINKS PROJECT USING VALUE ENGINEERING
Abstrak

Soekarno-Hatta International Airport Rail Link (SHIARL) is argued as one of the solution to reduce uncertainty in travel time and to improve accessibility  to and from Soekarno-Hatta International  Airport.  Due to low feasibility,  private  sector holds their investment  to this mega project infrastructure; therefore require comprehensive study to improve project attractiveness.  This  study  mainly  identifies  major  risks  and  its  mitigation  strategies  by combining  value engineering  (VE) and risk management  (RM).  Questionnaire  survey and risk analysis will be used to response the research objectives and presented in methodology section. VE process produced additional functions as the integration of MRT, flood control tunnel, and utilities which is expected not only to solve transportation problem but also floods in Jakarta. On the other hand, RM process point out route selection error as major risk that has to be mitigate for a successful project.
