Sharia-Compliant Instruments as Innovative Financing for Transport Infrastructure Development in Indonesia

Indonesia  transportation  development  in the next 5 years is projected to be accelerated  to cope with the deficit and gap that had been built up since the last two decades.  A study conducted by Bappenas and JICA for the National Mid-Term Development Plan (RPJMN)

2015-2019 projected the magnitude of investment needed for transport sector sum up to IDR

2,500 trillions or around IDR 500 trillions per year. The state budget (APBN) had been and will always be insufficient to finance the total need of transport investment. The innovative financing in transport development becomes very urgent given the tight fiscal space of Indonesia’s state budget which is not adequate in financing infrastructure development. Indonesia  needs to be innovative  to find other sources  of funds to finance  transportation development. There are two streams: (1) to create financing scheme based on state budget such as Performance-  Based  Annuity  Scheme  (PBAS),  infrastructure  bonds,  and shariah- based bond (Sukuk) and (2) to create non-state budget financing scheme to utiize domestic funds that is available domestically.


The  aim  of  this  paper  is  exploring  the  possibility  of  Shariah-compliant  financing  as  a financing option for Indonesia infrastructure development. The methodology consists of estimating   infrastructure   funding  requirement   in  Indonesia,   understanding   of  Shariah- Compliant in global context, and lesson learn from other country who had been implied the Shariah-Compliant on their infrastructure project.

Develoment of Soekarno - Hatta International Airport Rail Link 9 Shiarl) Project Using Value Engineering Method:Creating Value For Money

Soekarno–Hatta Airport is the main gateway for international flights to Greater Jakarta. Its accessibility depends on the inter-city and Sedyatmo toll roads, which causes congestion in peak hours, leading to uncertainty about travel times. The Soekarno–Hatta International Airport Rail Link (SHIARL) is proposed as an alternative mass transportation project, which is expected to provide accessibility and mobility for people and goods to and from the airport. Previously, the project was unattractive to private investors as it was technically and financially unfeasible. Therefore, this research aims to improve the feasibility of the Soekarno-Hatta International Airport Rail Link (SHIARL) by using a value-engineering approach to create maximum value for money for the project. This research combines quantitative and qualitative methods. Questionnaire surveys are distributed to various stakeholders in the project, and a focus-group discussion (FGD) is conducted. The results identified additional, innovative functions through the integration of the Mass Rapid Transit (MRT), flood control, telecommunications, and development in the downtown area around the station. The life-cycle cost analysis confirmed the increased value for money because of the project’s additional functions, including a positive Net Present Value (NPV). Moreover, the findings showed that the internal rate of return (IRR) was 3% higher than the original single-function project.

Improving Feasibility of Mega Infrastructure Project Development Using Value Engineering Method

According to RPJMN 2010 2014, the Govern- ment of Indonesia stated that the priority of infra- structure development was an increase of 10 14 percent in transportation sector. Railway transporta- tion provides a significant role in national economic development with investment required about 41.20% from the total investment in transportation sector. Soekarno- Hatta International Airport Railway Link (SHIARL), as one of mega infrastructure projects, is expected to provide accessibility and mobility for people and goods from and to the airport. Currently, the project realization by using PPP scheme is not able to attract private investors. Incomplete PPP proj- ect proposal preparations are argued to be the major obstacles which causes lack of quality in the feasibil- ity study. 

Therefore, it is required an alternative approach to obtain values added to the project feasibility us- ing value engineering (VE) method. VE is used to identify additional functions, to provide creative and innovative ideas and to produce the best options for the project development. This research is aimed to improve the quality of SHIARL feasibility study by implementing value engineering method in the plan- ning stage.

The research methodology is conducted by a combination of qualitative and quantitative ap- proaches through questionnaire surveys, action researches and focus group discussions. The result of VE study indicates that Soekarno- Hatta Interna- tional Airport Rail Link (SHIARL) is an innovativeconceptual design to overcome congestion and flood through the integration of airport rail link and MRT line in one tunnel called Public Railway and Storm- water Infrastructure (PRASTI) Tunnel.

Integrating Quality Management & Value Management Methods: Creatin Value Added For Building Project

The construction industry has a vast impact on the environment and the economy. Construction project performance requires a focus on increasing the resource efficiency and reducing the impact on the environment during the construction lifecycle. This on-going research is addressed towards the need of improving construction project performance by creating addedvalue for building projects using quality management (QM) and value management (VM) approaches. This research employs a quantitative approach through a questionnaire survey distributed to construction industry stakeholders. The questionnaire consists of three parts of discussion including identification of critical success factors and barriers that exist typically at each construction stage in building projects, plus identification of additional functions in building projects, and total investment cost for building projects. As the significant findings indicate, this research evaluates how the understanding of quality and its perceived processes plus how the identification of additional functions can be applied to deliver efficiency and more added-value in building construction projects e.g. Energy Efficient Buildings.

The Integration of Value Engineering and Risk Management in Strategic Alliance Public Partnership

Indonesia has just entered the second mid-term development planning 2010-2014. Economy is projected to grow from 5.5 percent in 2010 to 7.7 percent in 2014. A continued push for the development of infrastructure is therefore crucial to support the economic growth and to sustain it during the next five years and beyond. It is widely agreed that only efficient, effective, reliable, and stable infrastructure system and networks that can sustain Indonesia’s rapid growth and increase its competitiveness in an increasingly global environment. Government spending on infrastructure has recently increased significantly. But efficiency and effectiveness of the expenditures are still low. To improve efficiency and effectiveness, government has been seeking private investors to build infrastructure through public-private partnership but so far has not been very successful. Since public spending for infrastructure tends to increase in the near future, it is necessary for Indonesia to find ways to improve the efficiency and effectiveness of its infrastructure project development and financing. Efficiency of both government expenditures and private investment  are believed to be improved when risk assessment can be assessed simultaneously with the creation of value management. 

This paper reviews studies and practical experiences about the integration of value engineering and risk management in Indonesia’s infrastructure development and financing through public-private partnership. The mainprinciples of the integration are then hypothetically applied to Selat Sunda Bridge project, a large scale forthcoming long-span bridge project connecting Jawa and

Sumatera islands. It is also assumed that given the nature of the project, SSB would apply a strategis alliance type of PPP scheme which can simplify the integration process. The result of this research is intended to be contributing to the body of knowledge in both PPP and Value Man- agement fields and in the best practice of modern project management where private involvement matters.
